Resort pool and low white buildings among pines out of season

A serviced unit lets an owner hold property in Portugal without running it: services, maintenance, and in most cases letting are handled by an operator or a management company. There are two quite different models. In a licensed tourist development — a resort or aparthotel — the unit is permanently part of the tourist operation, letting is the point, and the owner’s own use is set by contract. In a branded residence, the owner uses the home freely and buys services on top.

This suits investors who want managed income and second-home owners who want use and income without the work.

The main qualification: the operation contract matters more than the unit, and any guaranteed return is only as good as the party standing behind it.

Two models, compared

Unit in a tourist development (resort or aparthotel) Branded residence
What you own A unit in a licensed tourist development A home in a residential building or estate
Who runs it A single operator runs every unit A management company provides services
Letting Built in — the operator lets it Optional, and subject to local short-term rental rules
Your own use As set by the operation contract Unrestricted
Income A share of results, or a guaranteed return where offered Your own rental, if you let it
Costs Operator fees and charges, often deducted from income Service charges and any brand fee
Short-term rental rules Outside the local accommodation regime Apply if you let short-term
Best for Income with minimal involvement Use first, with services and optional income

The advantages

Ownership without management. Cleaning, maintenance, guests, bookings, and repairs are handled for you — the main reason owners choose a serviced unit.

Letting that’s built in. In a licensed tourist development, the units are permanently under tourist operation by law, and the operator lets them. That sits outside the separate regime for short-term rental registrations, with its municipal rules and containment zones.

Professional operation. A hotel-grade operator or a recognized brand can achieve occupancy and rates an individual owner letting alone rarely matches.

Amenities you couldn’t run alone. Pools, gardens, gyms, restaurants, security, and concierge services, shared across the development.

Care when you’re away. For an owner abroad, the home is looked after year-round.

A defined resale market. Units in established, well-run developments sell to buyers looking specifically for that kind of ownership.

A possible VAT benefit. Because owners in tourist developments share in operating results, VAT on the purchase may in some cases be recoverable. This is technical and depends on the structure — your tax adviser should confirm it before you rely on it.

The trade-offs

The personal use can be limited, in some resort units. Your stays are set by the operation contract — often the high-season weeks you want most are the ones the operator most needs to let. However some resorts even let you take the unit out of the renal pool

No independent letting. In a tourist development, you can’t let the unit yourself, lease it long-term, or take it out of the operation.

Dependence on the operator. Income, upkeep, and resale value all follow the operator’s performance. A weak operator affects every owner.

Fees. Management fees, service charges, reserve funds, and refurbishment contributions reduce net income and should be read line by line.

Financing. Some lenders treat units in tourist developments differently from ordinary homes. Confirm before committing.

Resale depends on the scheme. A unit in a struggling development can be hard to sell at any price.

On guaranteed returns

Some developments offer a guaranteed return for a period; others share results; some do both. A guarantee can be valuable, but it needs examining.

Who guarantees it — the developer, the operator, or a parent company — and how strong that party is.

For how long — and what happens to income when it ends.

Whether it’s net or gross — before or after fees, charges, and taxes.

Whether it’s priced in. A guaranteed return is sometimes reflected in a higher purchase price.

What you give up for it — usually personal use.

A guarantee shifts the risk to someone else. It’s worth knowing exactly who.

Where to find them

The Algarve. The deepest market for resort units, built around golf and a long season, with established developments and operators.

Lisbon. Serviced apartments and branded residences in the city, suited to owners who visit often and want a home that runs itself.

Tróia. Resort living at the tip of the peninsula, with gated communities and an entry point below much of the coast.

Comporta. Low-density developments where serviced ownership offers privacy without the upkeep of a standalone villa.

Porto. A city market with growing serviced and aparthotel stock, and long-term demand from visitors and business travel.

What to check before you buy

1. The operation contract — its term, renewal, and how it can be ended

2. Your own use — how many days, which weeks, and how they’re booked

3. Income — the revenue split, or the guarantee and who stands behind it

4. Fees — management, service charges, reserve fund, and refurbishment obligations

5. The operator — track record, financial strength, and current occupancy

6. The license — that the development is properly licensed for its category

7. Your rights in a sale — whether the contract passes to a buyer, and on what terms

8. Recent resales — what comparable units have actually sold for

9. VAT and tax — the position on purchase, income, and sale, confirmed with your tax adviser

10. Financing — whether your lender will finance this type of unit

FAQ

What is a serviced unit in Portugal?
A property whose services, maintenance, and usually letting are handled by an operator or management company. The two main models are units in licensed tourist developments, such as resorts and aparthotels, and branded residences.

Can I use my resort unit whenever I like?
In a licensed tourist development, your own use is set by the operation contract with the operator. In a branded residence, use is unrestricted.

Can I rent out a unit in a tourist development myself?
No. Units in a tourist development are permanently under tourist operation and are let by the operator. Owners can’t operate them directly or sign contracts, such as leases, that compromise tourist use.

Do short-term rental restrictions apply to resort units?
Units in licensed tourist developments sit outside the local accommodation regime and its municipal rules. Branded residences let short-term are subject to those rules.

Are guaranteed returns safe?
They depend on who gives the guarantee, how strong that party is, how long it lasts, and whether it’s net of fees. A guarantee may also be reflected in the purchase price or limit your own use.

Can I recover VAT on a resort unit?
Possibly, in some cases, because owners share in operating results. The position depends on the structure and must be confirmed with a tax adviser.

No. It presents general information as of October 2026. Returns are not guaranteed by Luznur Capital, and each development and contract must be assessed individually.
