Relative pricing positions each market against the others rather than against an absolute value, and reflects prime stock within each market rather than its average. A well-bought asset in a mid-tier market can outperform a poorly bought one in an ultra-prime market; the tier is a starting point for the conversation, not a ranking of quality.
