A working glossary of the Portuguese Golden Visa and residency.
Residency by investment in Portugal runs on a vocabulary drawn from three separate regimes — immigration, securities regulation, and tax — none of which translates cleanly, and which are routinely confused with one another.
This glossary sets out the terms that appear in an application file: what each one is, which body it belongs to, and where it sits in the process. Definitions describe how instruments work, not what they cost. Thresholds and qualifying periods are held on the relevant deep pages, where they are reviewed against the source.

Section I
The Golden Visa routes
Real estate ceased to qualify in October 2023. What remains are five routes, and the vocabulary below is what an application file is actually built from.
Golden Visa · Investment Residence Permit
ARI · Autorização de Residência para Atividade de Investimento
The residence permit granted on the basis of a qualifying investment rather than income or relocation. Real estate ceased to qualify in October 2023, leaving fund subscription, cultural donation, scientific research, job creation, and company capitalization. Two features distinguish it from every other Portuguese route: a very light physical presence obligation, and the fact that it does not by itself make the holder Portuguese tax resident.

Fundo de Capital de Risco
The fund subscription route. A qualifying vehicle is registered with and supervised by the CMVM, must commit a defined majority of its capital within Portugal, and may not hold real estate directly or indirectly. Strategy, liquidity terms, leverage, fee load, and the manager's record vary enormously between funds, and those characteristics — not the qualifying status — determine the risk being taken.

CMVM
Comissão do Mercado de Valores Mobiliários, the regulator that authorizes fund managers and registers the funds themselves. A fund's CMVM registration confirms that it is regulated and that it qualifies; it is not an assessment of its strategy, its pricing, or its likelihood of returning capital.
Fund Management Company
Sociedade Gestora
The regulated entity that manages a fund, selects and holds its assets, and reports to investors and to the CMVM. Its track record, its other mandates, and the depth of its team are the substance behind a fund document, and are worth more scrutiny than the projected return.
Fund Units
Unidades de Participação
The units subscribed by an investor, representing a proportional interest in the fund rather than ownership of any particular underlying asset. Subscription documents set out how units are valued, when they may be redeemed, and on what notice — terms that govern whether capital can actually be recovered at the end of the hold.
Investment Holding Period
Período de Manutenção do Investimento
The minimum period for which the qualifying investment must be maintained. It runs from the grant of the permit rather than from the date of subscription, which means an AIMA delay extends the total commitment beyond what the fund term alone would suggest.
Cultural Donation
Donativo para Apoio à Produção Artística
The cultural route: a non-refundable transfer supporting artistic production or the recovery, maintenance, and conservation of national cultural heritage. The capital is not returned. It is a cost rather than an investment and should be modelled as such — which, against a fund route carrying market risk, some applicants regard as the more predictable trade.

GEPAC
The Ministry of Culture body that assesses and publishes the list of eligible cultural projects. Only a project on the current approved list qualifies, and the list changes as projects open and close, so eligibility must be confirmed at the time of the donation rather than assumed from an earlier publication.
Beneficiary Entity
Entidade Beneficiária
The approved organization receiving a cultural donation and carrying it out — a museum, foundation, municipal body, or production company. The donated capital must be applied in full to the approved project, and the beneficiary's own governance and delivery record are a legitimate part of diligence.
Low-Density Territory
Território de Baixa Densidade
Interior and sparsely populated municipalities designated for incentive purposes. Qualifying investments and donations located in these areas attract a reduced threshold. Availability is genuinely limited, since most approved projects and funds concentrate in higher-density regions.
Job Creation Route
Criação de Postos de Trabalho
The route qualifying through the creation of full-time employment in Portugal, or through capitalizing an existing Portuguese company alongside a smaller number of new roles. It carries real operating obligations, and the positions must be maintained and evidenced rather than created at the point of application.
Scientific Research Route
Investigação Científica
A contribution to public or private research institutions within the national scientific and technological system. Like the cultural route it is a transfer rather than an investment, and the receiving institution must fall within the approved framework.
Minimum Stay Requirement
Estada Mínima
The physical presence needed to hold and renew an ARI permit: a handful of days in the first year and a modest number across each subsequent period. It is by a wide margin the lightest presence obligation of any Portuguese residence route, and it is the mechanical reason the Golden Visa does not, on its own, produce Portuguese tax residence.

Permits, process, and documents
The bodies, instruments, and paperwork every application passes through. Most delay originates here rather than in the investment itself.
Agency for Integration, Migration and Asylum
AIMA
The authority responsible for residence permits, biometrics, renewals, and family reunification, successor to SEF. Appointment availability at AIMA — not the investment or the legal file — has been the dominant variable in Golden Visa timelines, and the delay now carries consequences beyond inconvenience.
Residence Card
Título de Residência
The physical residence card evidencing the permit. Under Lei Orgânica n.º 1/2026 the period counting toward naturalization runs from the date this card is actually issued — not from application, and not from any earlier expression of interest. For anyone who waited through a backlog, the practical timeline is materially longer than it once was.
Expression of Interest
Manifestação de Interesse
The mechanism formerly allowing certain applicants already in Portugal to regularize status from within the country. Its significance now is largely historical but consequential: under the 2026 nationality reform, time spent awaiting a decision under it does not count toward naturalization.
Residence Visa · Residence Permit
Visto de Residência · Autorização de Residência
Two distinct instruments frequently conflated. The residence visa is issued by a consulate abroad and permits entry for a limited window; the residence permit is issued by AIMA after arrival and biometrics, and is what actually confers the right to reside. The ARI route dispenses with the consular visa stage.
Family Reunification
Reagrupamento Familiar
The procedure admitting a spouse or registered partner, minor children, dependent adult children in education, and dependent parents, either alongside the principal application or subsequently. Each addition alters the financial evidence required and, on some routes, the qualifying threshold.
Permanent Residence
Residência Permanente
The status available after a qualifying period of legal residence, removing the renewal cycle and the investment maintenance obligation while stopping short of citizenship. It is a distinct application with its own language and integration requirements, and is not granted automatically on the expiry of a temporary permit.
Schengen Area
Espaço Schengen
The area of free movement that a Portuguese residence permit gives access to for short stays. It confers travel rights, not the right to live or work in another member state, and residence permits from other Schengen countries do not confer Portuguese residence in return.
NIF · Tax Identification Number
Número de Identificação Fiscal
The Portuguese taxpayer number. It is the first administrative step on every route: no investment can be subscribed, no donation made, no account opened, and no property acquired without one. Obtaining it does not create any tax liability or make the holder tax resident.

Representante Fiscal
A Portuguese-resident individual or firm appointed to receive tax correspondence for a non-resident taxpayer. Golden Visa holders resident outside the European Union commonly require one, since the permit does not itself make them resident here. Whether appointment is mandatory depends on country of residence and on the election for electronic notifications.

Certificado de Registo Criminal
A certificate required from the country of nationality and from every country of residence over a defined recent period. Validity is short, so certificates obtained too early expire before a delayed appointment — one of the more common and more avoidable causes of a file being sent back.
Hague Apostille
Apostila de Haia
The international certification authenticating a public document for use abroad, issued by the originating country. Documents from states outside the Hague Convention instead require consular legalization, which is slower and should be started earlier than the rest of the file.
Certified Translation
Tradução Certificada
Translation into Portuguese certified by a qualified translator, notary, consulate, or lawyer. The certification travels with the apostille, and a document apostilled but not properly translated is as incomplete as one never obtained.
Health Insurance
Seguro de Saúde
Cover valid in Portugal, required at application on every residence route. Once resident and registered, access to the public health system follows, but private cover is commonly retained and is a real recurring cost in relocation modelling.
Proof of Accommodation
Comprovativo de Alojamento
Evidence of somewhere to live in Portugal — a registered lease of sufficient term, a deed of purchase, or a formal accommodation undertaking. Required on the relocation routes. The ARI route does not require it, since the permit does not presuppose residence in the country.
Section III
Tax residence, citizenship, and compliance
Where the immigration question ends and the tax question begins — and they are not the same question. Naturalization is covered as reformed in 2026.
Tax Residence
Residência Fiscal
Portuguese tax residence, triggered by presence beyond a defined number of days in a calendar year or by maintaining a habitual residence here. It is a separate question from immigration status, and the distinction is the most consequential one on this page: a Golden Visa holder meeting only the minimum stay is generally not tax resident, while a D7 holder meeting the presence obligation generally is.
Registered Tax Address
Domicílio Fiscal
The address registered with the tax authority, which governs where correspondence is sent and which local office holds the file. It is an administrative record rather than a determination of tax residence, though registering a Portuguese address without intending to be resident invites questions that are easier not to raise.
NHR · Non-Habitual Resident Regime
Residente Não Habitual
The regime that applied a flat rate to qualifying foreign income, including pensions, for a fixed term. It is closed to new entrants and its transition window has passed. Those already registered continue on the original terms for the balance of their period; anyone arriving now cannot access it, and a great deal of published guidance has not caught up.
Tax Incentive for Scientific Research and Innovation
IFICI
The successor regime, narrower by design and directed at scientific research, innovation, and defined highly qualified activities. It does not cover pension income, and passive income generally falls outside it. Eligibility turns on the occupation and the employer, not on the visa held.
Double Taxation Agreement
Convenção para Evitar a Dupla Tributação
A bilateral treaty allocating taxing rights between Portugal and another state, by income type rather than uniformly. Government pensions are frequently reserved to the paying state while private and occupational pensions typically fall to the state of residence — so two people with identical income can face materially different outcomes on nationality alone.
Foreign Tax Credit
Crédito por Dupla Tributação Internacional
Relief against Portuguese tax for tax already paid abroad on the same income, available under treaty or under domestic law. It reduces double taxation but rarely eliminates it entirely, and it does not remove the obligation to declare worldwide income once resident.
Naturalization
Naturalização
Acquisition of Portuguese citizenship by application after a qualifying period of legal residence. The period differs by nationality group, with CPLP and European Union nationals on a shorter term than others, and it now runs from issuance of the residence card. Applications filed before the 2026 reform took effect remain under the previous rule.
2026 Nationality Law
Lei Orgânica n.º 1/2026
The reform published in the Diário da República on 18 May 2026 and in force from the following day. It lengthened the residence period for naturalization for every nationality group, changed the date from which that period is counted, and added a cultural and historical knowledge requirement. It expressly preserves applications already filed.
Community of Portuguese Language Countries
CPLP
The community of Portuguese-speaking states, including Brazil, Angola, Mozambique, and Cape Verde. Nationals of member states hold a distinct and shorter path to naturalization, and separate mobility arrangements apply — which makes nationality, not investment size, the variable that most often determines a family's realistic citizenship horizon.
Portuguese Language Requirement
Conhecimento da Língua Portuguesa
Demonstrated competence in Portuguese at the level set for naturalization, evidenced by a recognized certificate or qualifying schooling. The 2026 reform added a test of cultural and historical knowledge alongside it, which applies even to native speakers of Portuguese.
RCBE · Beneficial Ownership Register
Registo Central do Beneficiário Efetivo
The register recording the natural persons who ultimately own or control a Portuguese entity. Filing is mandatory and must be kept current. Where an investment is held through a company, the structure is visible to the authorities regardless of how many jurisdictions sit between.
Anti-Money Laundering · Source of Funds
Branqueamento de Capitais
The regime obliging banks, lawyers, brokers, and fund managers to identify clients and establish the origin of funds. On cross-border applications this is routinely the slowest stage, and a documented, coherent audit trail from the origin of the capital to the Portuguese account is worth assembling before it is requested.
