Renovated Lisbon apartment living room with tall shuttered windows

In 2026, €1 million buys a prime apartment of roughly 95 to 125 square meters in central Lisbon, a family apartment or modest house in Cascais, a generous home in Porto’s Foz, or — for an investor — several apartments in a higher-yielding city such as Braga or Coimbra. It does not buy a villa in Quinta da Marinha, Quinta do Lago, or the best of Comporta, where prices start well above it.

This applies to buyers looking for a home and to investors deciding how to deploy a first allocation to Portugal.

The main qualification: €1 million is a budget, not a purchase price. Transfer tax, stamp duty, and fees come out of it, and for non-resident buyers the transfer tax treatment at this price level deserves particular attention.

Market by market

What €1 million buys before purchase costs, based on indicative prime and average prices per square meter.

Market Indicative price per m² Roughly what €1 million buys
Lisbon — prime (Chiado, Príncipe Real, Avenida) €8,000–10,300 A 95–125 m² apartment
Lisbon — wider city around €6,000 Around 165 m² in a good central district
Cascais — prime €6,000–8,000 A 125–165 m² apartment, or a smaller house outside the prime estates
Comporta €6,800–10,700 A modest house, rarely with significant land
Melides €5,500–8,600 A larger home than the same budget buys in Comporta
Tróia Lower entry A generous resort apartment or townhouse in a gated community
Algarve — Quinta do Lago around €11,100 Around 90 m² — usually an apartment
Algarve — Vale do Lobo around €7,700 Around 130 m²
Porto — Foz around €4,800 Around 200 m²
Braga around €2,200 Several apartments, or a large house

Prices per square meter come from different published sources and are a guide only. For houses with land — common in Comporta and the countryside — the land, not the floor area, drives the price.

Three ways to deploy €1 million

One prime home Several smaller units A commercial unit
Typical choice Prime Lisbon or Cascais apartment Two to four apartments in Porto, Braga, or Coimbra A let shop or office
Gross yield, if let Lowest — about 4.3% in Lisbon Higher — around 5–6% in secondary cities Highest advertised — around 8% nationally
Management Simple More tenants, more work Depends on the tenant
Personal use Yes Limited No
Resale Deep market Good, unit by unit Smaller, yield-driven buyer pool
Main risk Low income yield Management and vacancy Tenant default and vacancy

Advertised yields are gross. Net returns are lower once taxes, vacancy, management, and maintenance are deducted.

Costs come out of the budget

Transfer tax and stamp duty. Stamp duty is 0.8% of the price. Transfer tax (IMT) depends on the price, the use, and the buyer. A flat 7.5% IMT rate now applies to non-resident buyers of residential property, and at around €1 million the difference from the standard scale can be material. Ask your lawyer to calculate both before you agree a price.

Fees. Legal, notary, and registration costs, plus any survey.

Budget for the all-in figure. A €1 million budget typically means a purchase price somewhat below €1 million once these are included.

Holding costs

Municipal property tax (IMI) — 0.3% to 0.45% a year of the property’s tax value, usually well below market value.

Additional property tax (AIMI) — individuals have a €600,000 allowance per person on tax value, or €1.2 million for couples filing jointly. Companies have none and pay 0.4% on the full tax value. How you hold the property matters at this level.

Condominium charges, insurance, and maintenance — higher for gated developments and coastal homes.

With a mortgage

Non-resident buyers can typically borrow 60% to 70% of value. With rates around 3% for new Portuguese mortgages, €1 million of equity can support a purchase well above €1 million — though Banco de Portugal’s 45% debt-to-income cap applies, and leverage only helps an investment when the property yields more than the debt costs.

Residency

Buying property no longer qualifies for Portugal’s Golden Visa. The main investment routes are private equity investment from €500,000 and cultural donation from €250,000, or €200,000 in low-density areas. Some buyers combine a residency route with a separate home purchase — two decisions, best taken with immigration counsel.

Resale at this level

€1 million sits in the deepest part of the Portuguese market: domestic and international buyers, cash and financed. Location matters more than price — a well-placed home in Lisbon, Cascais, or Porto resells more predictably than a seasonal property bought at the top of its local range.

Five questions before you decide

1. Home, investment, or both? It decides between one prime property and several smaller ones.

2. Will you be resident or not? It changes the transfer tax, and later the tax on income and gains.

3. Personal or company ownership? It changes the holding taxes.

4. Cash or financed? It changes what the budget can buy.

5. Who buys it from you? Buy where the next buyer will be.

FAQ

What does €1 million buy in Lisbon?
In prime central Lisbon, roughly a 95 to 125 square meter apartment. In good central districts outside the prime core, closer to 165 square meters.

Can I buy a villa in Portugal for €1 million?
Yes, in some markets — parts of the Algarve outside the Golden Triangle, Melides, Tróia, the Silver Coast, and the north. Not in the prime estates of Cascais, Quinta do Lago, or the best of Comporta, where villas start well above it.

Is €1 million better spent on one property or several?
It depends on the goal. One prime home offers personal use and a deep resale market but a lower yield. Several smaller units in secondary cities offer higher gross yields but more management.

What costs come out of a €1 million budget?
Transfer tax, 0.8% stamp duty, and legal, notary, and registration fees. A flat 7.5% transfer tax rate now applies to non-resident buyers of residential property, so the cost should be calculated by your lawyer for your situation.

Does a €1 million property qualify for a Golden Visa?
No. Property no longer qualifies. The main routes are private equity investment from €500,000 and cultural donation from €250,000, or €200,000 in low-density areas.
