Portugal’s 2026 Tourism Awards and Property
For most property buyers, Portugal’s 2026 tourism awards change very little directly. For hospitality and short-term rental investors, they confirm demand — within a regulatory and occupancy picture that is less straightforward than the headlines suggest.
At the World Travel Awards Europe 2026, held in Montenegro on 17 October, Portugal was named Europe’s Leading Destination and Turismo de Portugal Europe’s Leading Tourist Board. Lisbon took two further titles: Europe’s Best City Destination and Europe’s Best Cruise Destination. Earlier the same week, the separate World Cruise Awards also named Lisbon Europe’s Best Cruise Destination, for the third time.
The main qualification: these are awards for visiting, not for living or investing. They are decided by votes from tourism professionals and travelers, not by measurement, and should be read that way.
Three findings about the same country
Portugal now holds three distinct 2026 honors that are easy to conflate.
Best country to visit. Portugal retained the title of Europe’s Leading Destination, which it also won in 2025, recognizing the breadth of its tourism offer.
Best city to visit. Lisbon reclaimed the European city title after Porto held it in 2025.
Third-best city to live in. Monocle’s Quality of Life Survey, published in June, ranked Lisbon third in the world for residents, citing a decade of governance, public transport investment, and safety — and warning that rising arrivals are pressuring housing and services.
A country that excels at all three faces a tension the awards don’t capture: visitor demand and resident needs compete for the same housing stock. That tension explains most of Portugal’s regulatory changes since 2023.
What the awards tell a property buyer
| Buyer | Relevance | Why |
|---|---|---|
| Owner-occupier | Low | Visitor appeal is not resident quality of life; Monocle’s ranking is the more relevant signal |
| Long-term rental investor | Low to moderate | Rental demand is driven by employment and residents, not tourists |
| Short-term rental investor | Moderate | Confirms demand, but licensing and containment rules govern what can be let |
| Hotel or hospitality investor | Moderate to high | Reinforces destination positioning — though occupancy and pricing tell the fuller story |
| Cruise-related demand | Minimal | Cruise passengers are day visitors who neither stay overnight nor buy property |
Where it matters, and the caveats
Hospitality. Repeated international recognition supports pricing power and brand interest, and helps explain why foreign investors have dominated Portuguese hotel investment. But national hotel occupancy contracted year on year for nine consecutive months through April 2026, with revenue growth driven almost entirely by rate rather than volume. A leading destination can still be a softening hotel market, and underwriting should rest on occupancy and rate data, not on awards.
Short-term rental. Demand is evident; permission is the constraint. Containment zones apply in parts of Lisbon and other high-pressure areas, municipalities must revise their local accommodation rules by the end of 2026, and EU rules on short-term rental data have applied since May 2026. A property’s value as a short-term let depends on its registration, its zone, and its condominium — none of which an award changes.
Cruise. Lisbon’s cruise terminal sits close to the historic center, which is part of why it wins. Cruise traffic is also among the most debated forms of tourism in the city, and its benefit to residential property is negligible.
What the awards are, and aren’t
The World Travel Awards, established in 1993, are determined by votes from travel professionals and the public. They are a meaningful signal of reputation within the travel industry. They are not an index, they do not measure investment performance, and they do not weigh the costs tourism places on residents.
Read alongside measured data — Monocle on liveability, transaction and yield data on property — they add context. Read alone, they say little about what a home or an investment is worth.

Evidence over headlines. Rankings and awards are read for what they measure and set against transaction, occupancy, and yield data.
Regulation checked first. For any property with letting potential, registration, zoning, and condominium position are confirmed before an offer.
Off-market access. In prime Lisbon, Cascais, and the wider metropolitan area, a meaningful share of the better property never reaches a portal.

FAQ
What did Portugal win at the World Travel Awards Europe 2026?
Portugal was named Europe’s Leading Destination 2026 and Turismo de Portugal Europe’s Leading Tourist Board 2026, at a ceremony in Montenegro on 17 October. Lisbon was also named Europe’s Best City Destination and Europe’s Best Cruise Destination.
Is this the first time Portugal has been named Europe’s leading destination?
No. Portugal also held the title in 2025 and has won it several times since first taking it in 2017.
Do tourism awards affect property prices in Portugal?
Not directly for most buyers. They reflect visitor appeal, while residential prices are driven by resident demand, financing, supply, and international buyers. Their relevance is greatest for hospitality and short-term rental investment.
Is Lisbon a good place to invest in short-term rentals?
Demand is evident, but regulation decides what can be let. Containment zones apply in parts of Lisbon, municipalities must revise local accommodation rules by the end of 2026, and EU short-term rental data rules have applied since May 2026. Registration, zone, and condominium position should be confirmed before any purchase.
How do the World Travel Awards differ from Monocle’s ranking?
The World Travel Awards recognize tourism appeal through votes from travel professionals and travelers. Monocle’s Quality of Life Survey assesses how well a city works for residents. Lisbon ranks highly on both in 2026, but they measure different things.
Is Portugal’s hotel market strong?
Mixed. Destination appeal is high, but national hotel occupancy contracted year on year for nine consecutive months through April 2026, with revenue growth driven mainly by rate rather than occupancy. Hospitality investment should be underwritten on operating data rather than awards.
