Investment Requirement: Applicants are required to make a non-refundable contribution of €150,000 towards a research project overseen by a Portuguese university or public research organization. This investment is significantly lower than the €500,000 typically associated with the Golden Visa program.
Eligibility Criteria: The program is particularly suited for individuals holding a recognized university degree or those with extensive experience in fields such as technology, computing, renewable energy, artificial intelligence, and other STEM-related areas.
Residency and Citizenship Pathway: The initial residency permit is valid for two years and can be renewed for an additional three years. After five years, holders become eligible to apply for permanent residency and, subsequently, Portuguese citizenship, provided they meet language proficiency and minimum stay requirements.
While the HQA Visa offers a lower capital outlay compared to the Golden Visa, it’s essential to note that it does not entirely eliminate physical presence requirements.
According to Portuguese law, during the validity of a temporary residence permit, the holder should not be absent from the country for more than six consecutive months or eight interpolated months.
However, exceptions exist for justified professional reasons, allowing for extended absences without jeopardizing the residency status.
